Masterplan for Ensuring Human Resources for Renewable Energies

3s was project coordinator of the ‚Master plan for Ensuring Human Resources for Re-newable Energies‘, which was developed in collaboration with the following project partners: 17&4 Organisationsberatung, ÖGUT – Österreichische Gesellschaft für Umwelt und Technik, TU Graz, FH Joanneum, Austrian Energy Agency and Umweltdachverband. The project was financed by the Austrian Climate and Energy Fund (‚Klima- und Energiefonds‘) in the context of the programme „New Energies 2020“.

The aim of the project was to develop an Austrian ‘Master plan of Human Resources for Renewable Energies’, differentiating between various renewable energy technologies, branches, and required qualification profiles. This integrative plan ensured that enough adequately educated and trained people are available to develop renewable energy sources (RES) in Austria. The basis for the development of the Master plan was: a comprehensive employment model for quantitative assessment of HR needs based on scenarios for the quantitative development of renewable energies until 2020 / 2050; furthermore a survey on skills and human resources needs in enterprises as well as in research, and a screening of existing educational programmes and systems. With a participatory approach, relevant stakeholder recommendations for ensuring future adequate human resources in the field of renewable energy were developed. For the development of the Master plan not only the actual situation was analyzed and quantitative and qualitative targets were formulated, in form of recommendations it also indicates concrete ways and measures to achieve these goals.
