The purpose of this research project was to study VET governance structures and financing arrangements in five selected countries – Italy, Spain, Sweden, Latvia and Portugal – in the view of establishing or expanding apprenticeship.
The primary objective of this project was to identify factors and conditions that would support the establishment or expansion of apprenticeship and similar types of dual VET in selected European countries where they do not exist at a larger scale. Moreover, the project aimed to support the existing efforts in these countries related to the promotion of apprenticeship by involving stakeholders so as to give them an opportunity for policy learning, thereby providing concrete advice and promoting change.
To this end, an action research approach was adopted in which different groups of VET stakeholders, namely representatives of governments, employers, employees and independent experts were engaged in a collaborative process of evaluating the VET governance structures and developing strategies for the development and expansion of dual VET.
The study was coordinated by the ITB (University of Bremen, DE) with 3s as one of the core partners.
