The objective of this study was to fill the knowledge gap in available evidence on higher VET which covers only selected levels of higher VET in a limited number of countries. Therefore, the study analysed all forms and levels of VET beyond upper secondary level in all 28 EU Member States.

It  examined the state of play in this ‘sector’ and the underlying factors which drive the emergence of higher VET.
The main research questions were:

  • What characterises higher VET and how can it be defined?
  • What are the main features of higher VET in each of the countries analysed?
  • What are the main trends related to demand, pathways, prevailing sectors, and outcomes of higher VET?

The study was carried out together with ICF (BE) and Technopolis (UK). 3s experts were members of the core research team for this study.
