‘European Skills Agenda’ and ‘Proposal for a Council Recommendation on Vocational Education and Training for sustainable competitiveness, social fairness and resilience’ published
On the 1st of July, the European Commission presented the European Skills Agenda for sustainable competitiveness, social fairness and resilience. It sets ambitious, quantitative objectives for upskilling (improving existing skills) and reskilling (training in new skills) to be achieved within the next five years through a set of 12 ‘actions’.

One of these flagship actions is the Proposal for a Council Recommendation on Vocational Education and Training for sustainable competitiveness, social fairness and resilience. The proposed recommendation aims to take a fresh approach to make VET more modern, attractive for all learners, flexible and fit for the digital age and green transition.
Various types of experience, expertise and evidence have been used to define future policy in the field of VET, including studies conducted by 3s, such as the 3s-led study for Cedefop on the ‘Changing nature and role of VET in Europe’ or the ‘Study on EU VET instruments (EQAVET and ECVET)’ commissioned by DG EMPL. Furthermore, for the “Commission Staff Working Document: Evaluation of the 2012 Council Recommendation on the validation of non-formal and informal learning”, published as an accompanying document to the European Skills Agenda, the main source of information used was a study prepared in cooperation with 3s: “Study supporting the evaluation of the Council Recommendation of 20 December 2012 on the validation of non-formal and informal learning“.
