3s supports the European Commission / DG EAC in the development of cross-sectoral skills for ESCO (European classification of Skills, Competences and Occupations).
The Cross-Sectoral Reference Group (CSRG), set up early in 2012, engaged in initial research which culminated in the development of a first draft model for cross-sectoral skills in ESCO. That preparatory work paved the way for an in-depth empirical study which was carried out by Claudia Plaimauer (3s) and Elizabeth McSkeane between July and October 2012.

This research explored the occurrence of transversal skills in selected European occupational and educational settings, tested the CSRG draft model and proposed a revised macros and micro structure for ESCO’s cross-sectoral skills. It also explored a number of key questions central to the development of the model.
The research findings and the revised draft model for cross-sectoral skills were made available to the CSRG and explored in detail at a two-day workshop held on October 10th and 11th in Brussels. In the light of the CSRG input, key issues were clarified, and the latest draft model was revised and refined.
