Higher qualifications in great demand

In her large thematic overview Karin Luomi-Messerer (3s) emphasised that the labour market has an increasing need for more highly qualified personnel. This is therefore an argument in favour of also promoting validation procedures that lead to higher qualifications – namely those of NQF levels 5-8. Several higher vocational qualifications from different countries were mentioned – including France with its clear legal situation, where all qualifications listed in the national qualifications register can also be acquired via validation procedures. It is clear – this was emphasised several times at the conference – that the following challenges will continue to exist for the foreseeable future:

• Quality assurance with the aim of building confidence,
• ensuring equivalence with qualifications acquired through the “classical” educational path,
• and the question of financing.

An Austrian in Paris: Validation in France

Franz Fuchs-Weikl (Salzburg Chamber of Labour) from the Sorbonne in Paris presented something astonishing: he was the first Austrian to obtain a university degree at bachelor level there – and this exclusively through the recognition of already acquired competences. What is not yet possible in Austria and therefore seems unthinkable, is already a state reality in other countries such as France. Approximately 2500 university degrees are awarded there annually via validation procedures.

The very well attended conference on 4.12.2019 in Vienna also presented successful models from Austria – both from the formal and the non-formal education sector.
