Evaluation PISA PLUS

PISA PLUS – first introduced in 2004 – covers a range of co-funding opportunities for vocational further education and training for various groups disadvantaged in Vienna’s labour market. While participants are free to choose among the available educational opportunities, co-funding is complemented by and bound to a counselling process on individual career development opportunities.

PISA PLUS – first introduced in 2004 – covers a range of co-funding opportunities for vocational further education and training for various groups disadvantaged in Vienna’s labour market. While participants are free to choose among the available educational opportunities, co-funding is complemented by and bound to a counselling process on individual career development opportunities.

Based on a multi-method design, including document analysis, analysis of administrative micro data, a survey among all participants, qualitative interviews with participants and expert interviews with administrators and counsellors of the programme, the formative evaluation study develops an in-depth analysis of the participants, their main aims and motives for searching counselling and co-funding, the educational programmes chosen, the distribution of means spent on particular groups of participants and educational activities, participants’ assessment of the counselling and administration processes and the short-time labour market outcomes of the counselling process and the chosen further educational activities. The institutional features of the developed highly innovative approach for combining counselling and co-funding for further education has been particularly addressed.
