The aim of this assignment was to assess effectiveness and impact of the ETF actions on the reform of qualifications systems in partner countries during the period 2014 – 2019.
The evaluation methodologies included document analysis, interviews/focus groups with ETF staff members, interviews with representatives of other organisations, field visits to two selected partner countries, and a survey of stakeholders/beneficiaries.
This assignment was led by 3s and carried out in cooperation with Ockham IPS (NL) and an external expert.
