This project seeked to systematically explore innovative instruments for enhancing learning and development opportunities of people with educationally disadvantaged backgrounds.

This goal was accomplished by developing a matrix of tasks that such instruments should address in order to provide learning opportunities for the target group. The matrix was used to systematically analyse projects that solve these problems. From a European-wide survey of continuing vocational education, 35 examples of good practice were analysed for concepts that could be transferred to the Viennese context. This study provided policy recommendations on the further development of innovative projects in Vienna.
