The Cedefop conference (27-28 November, Thessaloniki) addressed how the common tools together can help to achieve the main objectives of European cooperation in vocational education and training: easier mobility and career progression for learners, better education and training for all of Europe.

Cedefop’s targeted research in 2014 suggested five key questions for the conference to address:

1. How can learning outcomes be applied consistently across countries and sectors?

2. What should be done to increase the relevance of European tools for individual learners and citizens?

3. How can the application of credit and validation arrangements enable transfer and accumulation of learning across national and institutional borders?

4. Do we need a common quality assurance framework across countries and sub-sectors of education and training?

5. What must be done to increase the relevance of European tools on the labour market?

The background document of the conference summarises the results of these research activities and presents conceptual and technical reflections on how to take forward European tools for education, training and employment.

3s contributed to these research activities by coordinating the study on learning outcomes (cf. research question 1; Karin Luomi-Messerer and Claudia Plaimauer) and by preparing a country fiche and a case study on permeability and credit transfer (cf. research question 3; Monika Auzinger and Janine Wulz).
