Mapping of internationally used sectoral qualifications systems and frameworks

The overall aim of this study was to develop a mapping of internationally used sectoral qualifications systems and frameworks and their qualifications. The study informs future reflection on how these types of qualifications could be linked to the European Qualifications Framework (EQF).

The overall aim of this study was to develop a mapping of internationally used sectoral qualifications systems and frameworks and their qualifications. The study informs future reflection on how these types of qualifications could be linked to the European Qualifications Framework (EQF).  

The study analysed qualifications systems/frameworks and their qualifications that are governed, designed and awarded by non-state organisations whose remit of action is transnational. The systems/frameworks and their qualifications are used in at least two countries (but ideally more).

The study thus aimed to provide an overview of:

• the types of internationally used qualifications systems/frameworks and their qualifications and how common they are;
• organisations in charge of these qualifications and systems/frameworks;
• key features of these qualifications and systems/ frameworks;
• the extent to which these qualifications and systems/ frameworks use learning outcomes and are underpinned by clear quality assurance processes for qualification design, assessment, certification and award.

This study, commissioned by the European Commission, DG Employment and Social Affairs, was carried out by ICF International in cooperation with 3s.
