Study on the role and potential of ICT and OER to open up access to learning, to promote inclusion and better outcomes in education
The study aimed at enhancing the EU-wide knowledge on the potential of ICT and Open Educational Resources (OER) for inclusive and equitable education systems, to inform future work under the strategic framework for European cooperation ‘Education and Training 2020’ (ET 2020), including peer learning and exchange of good practices.

The study aimed at enhancing the EU-wide knowledge on the potential of ICT and Open Educational Resources (OER) for inclusive and equitable education systems, to inform future work under the strategic framework for European cooperation ‘Education and Training 2020’ (ET 2020), including peer learning and exchange of good practices.
The study identyfied and explored the available evidence on the impact of policies on:
• ICT-based learning and pedagogies,
• digital and online learning tools (for self-guided use), and
• OER,
in terms of equity and social inclusion in education, in particular to improve access to learning, to personalise support to the needs of the learner (inclusion) and to enhance learning outcomes.
The study was coordinated by ICF (Belgium). 3s (Lubomir Valenta) contributed by carrying out country research in the Czech Republic and in Slovakia.
